Finishing off Velux install

For assorted reasons, I am left with tidying up the install of a velux window in a roof. I believe it has been done OK in that there is no ingress of water, just a big draught. I need to finish off the reveal, which is about 6" deep, which I'd like to plasterboard and skim.

Do I need a vapour barrier between the timber of the joists and the plasterboard?

Can I then just use some foam to seal any remaining draughts?
