Recently lined a wall with 1000 grade paper and painted with a vinyl matt finish. There has now been a change of plan, and a finishing paper has been chosen. Can this be directly pasted onto the painted lining paper, or will I have to strip the whole lot, cross line and then hang the finishing paper? I'm thinking that the two layers of paint will act as some kind of barrier against absorbing much of the paste leading to possible mould problems.

It should be fine...no different to papering a wall thats been previously painted....as long as your lining is well stuck of course.
