fire door from garage to house

I would like to know if I can fit a fire door between a house and a garage without a 100mm step up (as required by Building Regulations). I believe this requirement is to prevent any spilled fuel (from a car) getting into the house.

I want to have a level access for a wheelchair to pass through and I dont want to have a raised threshold or a ramp.

does anyone know if a fire door can be sealed at floor level to get around this issue?

I also wondered if a channel drain at the doorway would be a suitable answer.

Can anyone help please?

Is it because there isn't enough room for a ramp?

Best to talk to the BCO to see if there's another way round it or how about a wheelchair platform lift?
