fire, heat and sound insulation

I am in the process of creating an independant flat within my house. Planning has been applied for and they have advised there shouldn't be a problem.
I have a double fronted house and the flat will basically the right living room with an existing small extension.
I am on a tight budget so want to do as much of the work as possible so havn't employed a architect.
.
My question is.... how would a builder be required to insulate for sound, fire and thermal, between the existing living room and the bedrooms above.
As this flat will be totally self contained, I understand I need to increase fire resistance time from 30 mins to 60 mins and sound tests will be expected.
any help/advice greatly apreciated.
