I am assuming you need these devices for [shall I call it] a good cause [not defined]
have you tried used devices on e bay?
Or [if for a good cause] why not try contacting all of the fire alarm installers within a 10 Mile radius of your location??
If that does not work try some of the national installers, a lot of Companies will [shall I call it] contribute, along the lines of the TV show DIY SOS " big build " ???

This is a diy thing ,I got a normal twin wire system set up was looking just to add a voice sounder , I did get one off eBay but is not compatible the one you mentioned does need software .i was looking for something like a fire cryer (which as built in voice) but cheaper .
