Er, I think you'll find it's between 450 and 1200mm, which is bad enough - imagine if all your sockets had to be two-and-half-feet above the floor!! But Zen's quite right about existing installations y- ou can mount them wherever they are not likely to be damaged - hence not sticking them on skirting boards.
A band from 450mm to 1200mm is specified for the installation of switches and sockets. It is anticipated that switches will be at the top end of this band and TV sockets, telephone jack points, flex outlets would be at the bottom end.
