IIRC under the 16th edition it was only sockets that might be "reasonally expect to supply equipment outside the equipotential zone" required RCD protection.
And while the 17th edition has now been current for nearly a decade there are still a whole lot of houses out there that were wired to the 16th or earlier editions.
