Fitting an inset sink - tap first or sink first?

Is there an accepted norm?

Fit the tap to the sink, then set the sink in the worktop? or,

Set the sink in the worktop and fit the tap after?

Fit the tap first.

Much easier to get to the backnut.

Go easy if the tap has a plastic backnut, they do split quite easy.

Sink supplied with adhesive sealing strip to go around perimeter - would anyone add a bead of silicone for the belt 'n' braces approach, or just go with the sealing strip?
