Fitting double glazed units into upvc Window? (Pics)

Hi all, I got the window off of ebay, unused.

Should I take the black tape off of the edges of the glazed units?
I assume the tape is only there to aid handling and forms no sealing?

How should I position the sliding black packer things in the frame?
The two sashes that open each have four of these sliding packers, the two dummy sashes have only two in each frame.

Leave the tape on.

Position the packers evenly to each side of a central point at the bottom. The purpose of these is to position the unit so that there is a similar gap around the edge of the unit and the frame. If it is too low or too high you can get thinner or thicker packers.
