Fitting garden laptop, concrete anchor bolts?

Good Morning all!!

I want to fit a lamp post in my garden (grass area at the moment)

I will be running the conduit and electricity to it, approx. 5-6m from my house.

I was going to use this ready mix high strength concrete for the base. I was going dig down in the ground and create a box shape to mould a base bigger than the bottom of the lamppost for the base.

My question is do I use ground anchor bolts before or after? I can drill the base and fit them or should I try sink them in the concrete?
