Fitting TRVs

Just moved into a house which has 13 radiators fitted...the things is that only 6 of the rads have TRVs, can anyone think why. The rooms with out TRVs are too hot so I'm thinking of fitting some. Do I drain the system down, bleed rads, fit valves (which end of rad?) close bleed valves, fill system, bleed again from top to bottom of house?

Get bi-directional valves.Doesnt matter which end they fit.Bleed system lowest to highest.
