It's for a water filter under sink.

not 15 mm its 10mm to about 6mm or 4mm would you know where i could order one from?

It's just a push fit stem reducer, get them on ebay, B & Q

JG do a speedfit nozzle hose connector in 15mm, it seems 10mm is more difficult to source. You might be able to bodge it by getting a 10mm to 15mm adapter. Have you tried the supplier or manufacturer of the water filter?
