if you want the powerflush and all the other work you will need more funds.
I would get everything else done so the boiler is working. the powerflush may not be that important or needed. (well not in the short term) Many systems run for 30 years with loads of sludge in them.
If you lay the pipe (preferably in an alkythene (water pipe) outer), at the right depth, then the rest of the work excluding system flush should be less than £300.
