Fixing a large hole

I have just bought a house and the previous owner had removed some airvents under the windows in the bedrooms. Well they have not actually removed them, rather just filled the cavity with some plaster or something. This looks rather ugly internally as it is a big lump of plaster in circular metal on the inside wall.

Can anyone tell me the best way to fix this? I am not really concerned externally as the vent does not look to bad, I am more concerned with the hole internally.
