Have outside toilet which is unused and have found a water leak in the cystern refill pipe below stop tap cannot find a mains stop cock so unable to turn of water supply, is there any way of capping or fitting a compression joint with the water running or anyone advise on other methods many thanks Jimcas

Turn it off in the street.

Do as John says and turn off the wate rin the street and find ur internal stop cock,there should be one somewhere most definetly ,you need to work out exactly where the water pipe is entering your property this were the internal stopcock will be located

From th questions you are asking it would not be advisable for you to work on live pipe,there is water shortage in this country you know! :LOL: :LOL:
