Fixing lime chippings to sloping bedrock

I have a path running from my parking area to a lower stoned level around the house. I want this to be surfaced with 20mm lime stone chippings as a base to lock in more decorative cheshire pink chippings. The issue is that the path is on sloping sandstone bed rock. The path is some 5.5 m long with a drop of 0.45m (1:12?). To prevent the chippings slidding down, my thoughts are to lay down a thin 4 to 1 concrete base and throw on the lime stone to set as a jagged arresting layer.

However, I'm open to any other suggestions.

No vehicles will be on this section.
