Fixing pipework under suspended floor

Hi all,

I'm doing a garage conversion to domestic use. I'm putting in a suspended timber floor, so joists, and then a cavity underneath. They'll be thick PIR insulation between the joists, with the cavity under that. I'm having to rework pipework as currently the existing pipework is in the way of where the suspended floor will be. I have central heating flow and returns and also hot water in the mix. (The combi boiler is in the garage).

I'm making the pipework go under the new floor to get to where it needs to be. My question is whether it would be better to just leave it free in pipe insulation on the concrete slab itself or whether I should try and tack it to the joist and cut a groove in the PIR insulation?

Either fix the pipes to the concrete sub base or have them hanging under the joists below the insulation, pipe insulation needed for both these.
