how do i prepare walls for painting,we have a 1930`s hse that we are refurbing and in one room the paint has bubbled in a few places with a white powder where the paint has cracked,should i scrape off the old paint and just replaster these areas and paint over the old paint or do i need to strip the whole room,the plaster has not blown as in other rooms and seem`s in quite good nick.

The white powder sounds like distemper...sorry ray but the lots got to come off.
