Flat Roof Guttering - opinions on what's going on here?

Just finishing up our loft conversion, and I noticed this. I'm still waiting to hear back from the builders, but wanted to get second opinions. The hopper is existing, but I swear that "roof" is not. What could that "roof/lid" be? i.e. the bit of lead sticking out horizontally over the hopper. Is it mean to be a roof, or is it just lead work they haven't folded down? And yes they need to clean it too.

Looks like lead work, why no pictures of the other side of it though?

Surely easier to form an opinion?

builder admitted it was mistake, someone forgot to flatten the lead. They have since corrected.
