Flat Roof - Insulation between joists?

Got a flat roof (about 2.5 m by 2.5 m) to rebuild - new joists and boards - firrings and flashing would be good this time too :confused: Am I correct that the usual way to build a warm flat roof is to use insulated boards? Is Celotex/Kingspan etc. between joists appropriate instead?

The reasons I ask are
(a) I've not got a lot of space in which to raise the roof (window on adjacent wall) or lower the ceiling (bit low already) so, given I've got to find some space for bigger joists and firrings I'm a bit tight on space, and (b) it's supposed to be a roof terrace (hence bigger joists) and have been given conflicting advice on how suitable insulated boards are for this.
