Are you cutting the roof yourself (if so have you calc'd the rafter sizings/spans/centres/pitch)?

Unlikely, yes. But I don't know what he intends on using the garage for. If he's going to the trouble of replacing the flat roof with a pitched one maybe he's going to be working from the garage.
 
If you are more than 2m from a boundary and and the pitch and eaves are under 4m and 2.5m respectively then it should fall under permitted development. Within 2m of a boundary you are limited to 2.5m max; any higher and you'll need planning.

Edit: that's my understanding, obviously it'll be worth talking to the council
