Yes , question of leverage, prize away from wall to reveal nails and hammer nails down with hammer and bolster, they will snap off or rip out , either way you will free the board.
If you have problems lifting vertically screw scrap timber to front of skirting , protect floor will timber and make a lever to get under the scrap timber and lift it upwards.
