Adding a sunroom 3.7m internal, building contol regs seem to say min 170x47 joists. The existing sizes of the rest of the house is 195x38. Would there be any issue? Any need for 47mm timbers?

What's the problem? Go with the 7x2s.
Could I use 8x1 1/2
Yes, they are very similar structurally, though the 8" has the edge.
