Floor on concrete

I have 2 rooms at the back of my garage. The middle room is going to be converted into a day/playroom and for the floor, I am planning on putting in a poly sheet, batons, insulation and then chipboard flooring – followed by carpet/tiles.
I am unsure what I need to do in the room at the very back of the garage as this is going to be converted into a utility room. The floor is concrete throughout. I can’t put insulation in this room as there is a door to the garden and the threshold is very low, only about 25mm. The room does not need to be warm (there is a door between playroom and utility room) – there is not heating in there at the moment but the playroom will have an oil filled radiator of some sort.
I was planning on laying chipboard directly on the concrete but some have said that is not a good idea. Then for cheapness, I thought about putting vinyl flooring directly on the concrete.
Is there anything I haven’t considered? Anything I need to take into account?

Great idea!

Probably a bit out of my price range.

I'm going back to putting Vinyl down now - is this ok to put straight on to concrete?

If going the vinyl route you be best getting a moisture text done. If you don't and put vinyl down then you will end up with bubbles all over it.

Is the floor older then 1965?
 
can you not black jack it,and then a self leveling screed then your floor tiles??
