Flooring Sanity Check

I am redoing the flooring in our lounge/diner, in our mid terraced 1903 house. As we have moved the stairs we have an area in need of floorboards, then there is also various split/short boards etc about.

My thoughts for the floor, to make it sturdy, warm and minimise any noise from neighbours is to do the following:

- Celotex 50mm wedged between the joists
- Seal this with the Celotex foil tape
- Put 18mm OSB3 over the top (butted up tight to the walls?)
- 11mm foam based underlay
- Decent carpet

Does this all sound OK?

You can get a compressible edging tape to help with expansion, however osb is meant to be stable and non expansion...pinenot :)
 
I've had a look around for that tape, and nothing has sprung up straight away. Is there a brand name to look out for?

Failing that, if I leave myself say 5mm each side, I could silicone the overlapping skirting boards to it?
