Flow through Brita P1000

Hi

A year or so ago, we had our kitchen done up and had an undersink Brita Water filter (P1000) installed. The flow rate through it is pretty slow, but I've never questioned it and thought that it must be normal. However, yesterday I noticed that the valve in the pipe which feeds the cartridge is more or less off (the screw is practically horizontal) - I have never fiddled with it, so this must be how the plumber left it.

I am now wondering whether he intentionally backed off the flow rate, for a perfectly valid reason, or whether this was accidental and/or laziness.

Is there a reason why he might have backed off the flow rate? Would there be any issue in me increasing it? Presumably, the filter works less well the faster the water runs through it?

I'm presuming 3.1 step1 is adjusting the flow rate to compensate for the hardness and prevent limescale build up.

No - that's an adjustment that is made on the filter head, using an Allen key. I'm referring to an inline isolating valve that is in the mains pipe which feeds the filter - it's more or less in the off position.
 
The only mention of flow rate I can see is "≥ 9 L/min". If it were me (and I know nothing about such filters), I would at least measure the current flow rate (measuring jug vs timer on your phone). Then you could justifiably turn it up to at least the number in the spec.
