Flowerbed Leaning in neighbour's wall

Dear all,

We bought our house about ten years ago and the garden has a flowerbed which was build against our neighbours brick wall, so that there is no barrier between the soil and the brick wall. The flowerbed is about 5 metres long and 80 centimetres high.
The neighbours want to replace the brick wall with a wooden fence and obviously they want to put a barrier between the fence and the flowerbed to protect the fence from the wet soil.
What would be the best option? anyone has any suggestions?

Whats the flower bed surround constructed from?
Bricks, wooden frame, log sleepers?
