Fluctuating water meter

Hi there, we've recently installed new plumbing throughout a house we're refurbishing. We've pressure tested it and there are no leaks. We connected it up to the mains and the water meter indicator keeps moving back and forth. It rolls forward a bit but then rolls straight back the other way. It doesn't look like it's going up. Online it says this is due to fluctuations in the pressure. Could this just be caused by air in the pipes? We've tried to let this out but there aren't taps yet. Just stop ends. Any ideas on what's causing it? And is it a problem? Thank you!

Yep! Air is compressible. As the water pressure rises, it will compress, then expand and water flow out when the pressure reduces..
