Fluid master flush valve passing water

As above, it isn’t overflowing, I have changed the seal at the bottom, there is nothing on the sealing surface . . . . It is still allowing some water through

the bottom seal had some blisters on it and has been replaced with a fluid master seal.

Is the only solution to change the valve?

Have you changed the seal between the flush valve and the cistern ,which would need the cistern removing from the pan to do so ?
 
I think I have answered my own question.

You have to fit the seal properly, so it seats fully around the lip on the retainer!

For the cost just replace the valve.
Sometimes they can leak a bit with crud or damage that's hard to find.
Can be a quick and easy job to replace the valve
