Footings for sleepers

I'm going to build a retainer for some plants out of new sleepers; about 4 sleepers high and filled with topsoil.

I will sit one sleeper on top of the previous and fix the two together with Timberlock screws.

My question, the first sleeper into the ground will sit on a concrete footing what concrete mix should I provide; 1 part cement: 6 parts gravel: 3 parts sharp sand - semi-dry?

And yes,,,, semi dry. Put some pegs in as well to give you the levels.
