Retaining wall of garden sleepers

Planning to build a retaining wall from railway sleepers, about 2 foot high.

Was originally planning to us the sleepers laid on wider edge, so only getting 100mm height per sleeper so wil obviously need to use more sleepers and connect them with timberlok fixings or similar as well as the odd sleeper running back into the raised ground to secure it.

It I was tovuse the sleepers lying on the thinner edge, getting 250mm height per sleeper - how can I fix them together? I know I could get the longer fixings but would the sleepers be stable enough?

Would be worried about possibility of them bowing out?!

The easier way is to use a sleeper upright like a fence post and then screw the horizontal ones to this.
