Building a 26m long 400mm high sleeper retaining wall from 2.4m x 100mm x 200mm pressure treated timber. The sleepers will be placed 2 high on their 100mm faces then I want to concrete in vertical sleeper posts every 2.4m at the joins to retain the sleepers. My question is what dimension of hole should I dig and will one third of the sleeper height below ground be enough. 600mm vertical sleeper with 200mm concreted into the ground?

What you have described is similar to what I did about 2 years ago, but over a shorter distance in my case. I went deeper than you with the posts: about 300mm I think or even more, with 100mmx100mm posts. I put posts in closer together than you have planned but I doubt that was really necessary. I dug holes about so there was about 150mm all around the post. I haven't had any problems.
