footings over main drain

building control as ok it
i have to dig under and each side concrete blocks , lintels and cast concrete over it.
he said it was using common sense as the footings were already in.
there is no drawing of the drains either.
he was very fair and said most people would have not brought it up, as he had already passed the footing depth.
he also said it was a water board drain because of multiple use and being pre1937.
