Ford Escort Encore 1.3 Engine Problem

My P reg Escort keeps revving when I change gear. It doesn't happen as soon as I start that car, it starts after 5 or 10 minutes driving, or if I accelerate quickly.

As soon as I put the clutch down to change gear the engine starts revving up. I even tried putting the car into neutral and coasting to see what happens and the car starts revving and doesn't stop until the car stops moving, as soon as the car stops moving the high revs stop immediatley.

Even more worryingly is that fact that my car accelerates on its own some times, not at a great speed but if I accelerate quickly through the gears up to 30mph and then let go of the accelerator on a flat road, the car will maintain 30mph or even begin to pick up more speed. I'm guessing this is because of the revving problem.

I would also add that if I switch off the car for a few minutes and then restart it the problem doesn't immediately re-appear, its take a few minutes to start happening again.

My friend believes that there is a problem with the electrics, given the fact that the high revs stopped when the car stopped moving.
 
I maybe wrong but it sounds like the automatic choke sticking

Idle stabilising valve by the sounds of it (or whatever ford call the thing........ idle control valve)
Can clean them out with some petrol of carb cleaner and usually be successful
