Foreign Flushes

When abroad on holiday, I keep coming across toilets (especially in hotels) which have flushes that seem to be few from the mains and is operated by depressing a lever valve on a 1.25" (or thereabouts) chrome plated pipe. Is this true, or will there be some almighty CWSV in the loft somewhere that supplies this water (and presumably to all outlets).

Can this system be installed in the UK - after all, we're all supposed to follow the EU regs aren't we?

There's a similar system that incorporates an air break available in this country. Direct mains flushed systems without an air break contravene the water regulations.
