Found a Water filled well / cess pit in the garden

Investigating standing water in our neighbours garden we have lifted a manhole cover outside our back door. It is brick construction, domed and full of water. We think it is 3 metres deep at least, can see one outlet /inlet that is blocked and also a metal pipe running down into it. Can see that anything is attached to it but will pump it out at some point. Would want to get ride of it. How should we deal with it

Is it not just a regular drain? If so, and if it is shared between you and your neighbours, the water company will likely be responsible for unblocking it without charging you. It would be worth calling them to find out.
 
It is not connected to our house drains, we have checked and found all the outlets for this. Not sure if it is connected to anything!
 
it is probably an old disused cess pit or well.

Does the pipe going into it fall towards it or away from it? if you can't tell by eye just put a hose into it and see if the water flows back to the chamber or away.

you could just take a few courses off the top and cover it with reinforced concrete.

On our estate the soil pipe and surface water drains are separate. Are there any grids that might lead to this? Some times guttering takes a different route than the waste.

As a side note earlier this year we noticed a foul smell at the front of our house. This was strange as our soil stacks run via the rear of the house. After washing through my surface water drains we noticed a man hole cover in between ours and the neighbors house (covered under a hedge). Upon opening it we found it filled to the top with waste water and the mortar had failed around the steel lip. Hence the smell. It turns out that the two house next to us run their waste pipes through the front of our gardens into the street. Once UU were called they found a block further up the street, causing the backup.

TL;DR
Just because it's not your it may another properties pipe system.
 
Have you checked the documents you were given when you bought your house? Items such as a cess pit and waste water pipes should be marked, maybe even on the deeds. Talking to the water company might help.
