Framework by electric wiring

My husband and I are trying to finish up this closet after our contractor left without completing. We have no experience with framing or drywall but I can see we definitely need to correct this wall somehow before we can add the drywall, we’re just not sure how to build it out. The breaker box and outlet are set deeper into the wall and there is a pole with wires inside going into the concrete that comes out further than the breaker and outlet. Someone please help us out with a little direction

You might be better off asking on a US site (this one is in the U.K.) as they will know the codes you have to stick to and the materials available much better.
 
However I would be putting a length of wood down the right and adding board but with a large enough door so you can gain access to the electrical box, making it an electrical cupboard.
This may be against code (see my first comment).
