Free Standing Garage Conversion

Hi, Sorry to start a new Item about the old garage conversion subject.

We have a flat (slight slop) brick built, single leaf garage in the back garden.
There is an up and over garage door at the front, this will be staying. There was a window to the rear; this was bricked up before we purchased it. 800mm x 500mm, lintel still there and can be reopened with new frame.
There are two wall vents.
The only difference external is that I will be putting a side door.
I am going to stud the internal and insulate the floor, internal beams on roof and between the studwork.
There will be a space of 1300mm from the front door to the studwork. This is for a TV room for the boys.
There is already power in there.
Do I need to notify anyone or can I just get on with, when the boys decide to leave then it will probably go back to a junk store as it is at the moment.

Long story but advice would be good.
