Freeview set top box cannot find the first 15 channels?

My widescreen TV reception is OK, I disconnected the aerial and connected it to an old Maplin Nikkia Freeview set top box to re-tune it in to an old Sony 14" TV. However, the Nikkai cannot find the first 15 channels, but it can for instance find ITV ch 4, Freeview ch 24. Is the Nikkai likely to be faulty?

If you haven't already tried it, try doing a factory reset.

Some DVB-T Freeview boxes and TV store the channel Mux locations, and then on retune they only look at the stored locations. Each Mux carries a group of channels. Doing a factory reset forces the box to go find the all the Mux channels again.

There are other reasons why some channels could be missing. As Sam pointed out, it could be the threshold or some damage/fault.
