Frozen outlet pipe Worcester junior

Hi I'm looking for some advice. We had our boiler installed around 4 years ago by a British gas sub contractor. Other than a reoccurring issue with the thermostat controller we've not had any real issue with it.
During the very cold weather at the start of the year the boiler made a horrendous noise and stopped. We called British Gas who came out around a week later and helpfully told us to unfreeze the outlet pipe.
This cold weather has again caused the pipe to freeze and has meant many early morning with kettles of water defrosting the pipe. We've tried lagging it with some foam lagging from Focus and this has helped but not prevented the freezing. The outlet pipe comes out of the external wall and joins into out drain pipe. This then runs horizontally along the flat roof of our extension until it meets another guttering.
It is completely necessary for the fumes to be carried away via the drain pipe as it would be better for us to reroute our drain pipe not to run along our extension roof, but this would mean that the fumes would be expelled into the air mid roof and next to a window? I appreciate that these constant sub-zero temperatures are unprecedented but it's getting very frustrating and it would solve our issue if the pipe was not there to freeze! Thanks very much!

What size is the pipe?

If it is 22mm it should be replaced with... 32mm, and rerouted to avoid any horizontal stretches that are not absolutely necessary. And, obviously, the lagging should be in good condition.
