Have you try bleeding it ? or if you have TVR the pin could be stuck inside or the room stat could be shutting the boiler down early or sludge blockage in radaitor....
 
Has it always been like this or has the malfunction crept up?
 
balance the system. To start with try turning the rad valves on the radiators nearest to the pump right down.
