gap between windows and wall

i moved into a house, and there is a gap between the windows and wall about 2-3cm filled with foam, as the foam was loose we took it out. the builder recommended instead of putting foam to use cement to fill the gaps. is this a good idea?? will the cement be better than the foam, i assume it will as it be tougher
 
HI,

dont replace the foam with cement, upvc should be sealed fist with foam and on top with exterior frame sealant. the upvc window should be able to move as it is flexible. Cement it is not recomendable.
