Gap in plaster behind skirting board

Is there a reason why there is a 1"..1.5" gap between the screeded floor and the start of the plaster on the wall?

Is this just a throwback to older building techniques or is there a logical explanation for it.

Two that I've heard of today when I asked a couple of guys at work are:

1. As a barrier to stop "rising damp". :shock:

2. To allow the skirting board to sit vertical and "flush" against the plastered wall.

Anyone heard of anything else as a reason for this.
