Garage boiler Pipe

At present the 2 pipes that run from my Oil boiler in garage 9(Garage attached to end of house )
to the Hot water cistern run up through the roof and then through the end of the house wall. This is giving me leaks where the pipes pass through the Steel roofing. I want to run the pipes through the wall bellow the garage roof. Does the pipe passing through the Breeze Block wall need to be copper ( Fire Regs ? ) If so does it need to be sleeved and if so what would make a decent sleeve for 22mm copper pipe.

22mm pipe insulation?

Use 32 mm waste pipe as a sleeve and put some insulation on as well.
