put your hand, or a paper hanky on a stick, up to the flue exhaust.
If there's no breeze then it's not running.
Whether is should be running or not requires knowledge of the boiler and its diagnostics - see the manual.

The fans very rarely fail on that model.
I cannot ever remember changing any during the last six years!
We dont give advice on gas/combustion issues on this forum and if there was anythign wrong with the fan you need a gas registered engineer.
But its most unlikely to be the fan failed!
