Garden lights - anyone know how to replace these?

So I got an electrician to quote me to replace these with a new different set of spike lights. This is the materials list ->

16 x spike lights (eclipse 240v ground lights)
50 x black glands
16 x black waterproof boxes.
Waterproof gel to make up Enough for the 16 black boxes.

1 pack of 16a connector blocks.

I was quoted £500 Labour for 2 persons for 1 day.

Labour costs seemed a bit on the punchy side for me once materials are added in..

Anyone think I'm being unreasonable?
