Garden retaining wall

hi guys

I have a garden retaining wall which I am planning to lower the level of the garden and the wall to about 1/2 it’s current height. The issue is that it has got loads of salt deposit on its face. I assumed this was due to the lack of damp proofing. However, now that I have knocked it down a few courses, I had found that there is damp proofing which is just a membrane that goes from the soil side up to the course of bricks just under the top of the soil 2 courses from the top (pictures attached)

I’m now wondering what is causing this? I’m guessing rising damp from the foundations?

I’m wondering whether or not it’s worth just knocking down the whole wall and rebuild with concrete blocks.
