Just moved into a new flat with a wall in the garden in a bit of a state that I'd like to repaint. As you can see the paint is flaking/bubbling away and seems to be taking a thin layer of the material underneath with it?
I was thinking of pressure washing off all the loose material, would I then be okay to paint straight onto the wall with masonry paint or would I need to prepare it with a stabilising solution or sealant first? Seeing conflicting info online so any expertise would be greatly appreciated. Pictures below.
