Garden wall

Hi

I'm after a bit of advice. I'm thinking of building a small (2 courses of brick) wall to step up from the patio to the lawn. The garden is basically flat but the step up from the patio to lawn will be approx 1 and 1/2 bricks high, after this the garden is flat.

My question is, do I have to worry about this being a retaining wall? As there is no earth banked against it, if so any advice would be appreciated.
