Gardtec 350 keeps going off when unset

It seems to go off when unset but also when it's set. When I press "No" on the panel, all I get is Tamper/Enter LED flashing. Could this be caused by a faulty SAB?
 
Finally managed to replace the SAB but the fault remains. Looks like I'm only getting around 3v to SAB. Guess it's a faulty PCB.
